Half of them would have to agree with the VP that Biden is incapacitated.
Half of the people, that Biden picked.
Now, if Biden's so checked out that he lets her make the picks, she has a chance.
But he's had years to think about who he's going to pick. Years to solidify those relationships.
And that's just step one.  Step two is that 2/3 of both houses have to agree that Harris should replace Biden.  Some Republicans will have to agree.  And they won't.
Short of Joe having a serious health crisis where he can't speak or write anymore for more than 24 hours, nothing like the above will happen.
