How do GM's avoid a "Gabbert"? and its relation to Caldwell/2014 draft

Regarding Blaine Gabbert, was that really a "forced" pick?  I'm just really curious.  Gabbert was gradually falling down in the draft, and if not for us -- and maybe the Vikings -- there was a good chance he would have slipped down to the second round.  In 2010, we were 8-8, and Garrard was decent; we were not in a desperate need of a QB.  So I'm not sure if Gabbert was a "reach", but rather a "curious" pick since Gene Smith fell in love with his potential and didn't want to risk losing him.
