The key thing that liberals like you are looking at is the "diversity" of Biden's staff.  Heck, he even said that his running-mate would be a "woman" and doubled-down by saying that it would be a "woman of color".  It's all about identity politics and "political correctness".
I don't care what he calls himself, Bradly (Chelsea) Manning is still a male.  Bruce (Catlin) Jenner is still a male.
Rather than deal the with the issue of mental illness (which these individuals as well as many others like them deal with) we coddle them.

I don't agree with quotas.  You pick the best person for the role / job period, not what Biden has done, and not what Trump has done either.

I don't agree with this being a mental illness that can be fixed.  Homosexuality was consider a mental disorder up until 1973.  Why repeat the same mistake and classify this issue as a mental illness.
