I heard on a podcast within the past couple days, I believe it was Bucky Brooks, that stated contending teams usually have 10-12 "blue chip" players. Not every position will ever be all blue chips, and would not work within a cap and unlikely in a system built largely on parity. I am guessing the Jags today have 3-5 of these players, depending upon the definition you wish to employ. With the cap resources for free agency and the 4 picks in the first 2 rounds of the draft, the team should begin to approach this contending level of blue chip players. However, I think it will likely take another year of player growth/development and some additional acquisition to really attain that level.
