Ya know, it's really sad. I read down that article and got to the picture of the four "white minority" students and thought, "This article is going to have to mention disproportionate effects to black students." It's just how the news works these days...

Not much further FTA: "The program itself isn’t perfect either. Black students make up more than 21 percent of Florida’s K-12 student population, but only 6 percent of Bright Futures recipients are Black. And while white students compromise 36 percent of total students, they have amounted to more than half of the scholarship’s recipients every year since the program’s inception."
