Or maybe the program is perfect but the students in question are not.  

I'd like to see the percentages for Asian students.  They're probably doing even better than white students.

Bright Futures Scholarships have nothing to do with student loans.  

The answer to the student loan crisis isn't to end scholarship programs, but to stop loaning money to people who aren't going to pay it back.

When the federal government is subsidizing an industry, as it is with higher education, I believe we should institute price controls on the costs associated with using it. Either get them all the way out, or have them put ironfisted rules in place to prevent abuse, this current system we have is a moral hazard full of perverse incentives.
