I think Meyer will have the final decision on player selection but Baalke and the scouts will have a big impact on the board and the selection.  A collective group effort imo.  If Meyer wants player A, and Baalke and the scouts agree that player B will be the best because of better value, I think Meyer will go with their opinion and take player B

I did watch it. Nothing in it refutes that Meyer is the real GM, right?

He said in the press conference that he is going to trust Baalke and the scouts.  Therefore is isn't going to make selections based on just who he likes.  Pretty much what you were stating
