I think Meyer will have the final decision on player selection but Baalke and the scouts will have a big impact on the board and the selection.  A collective group effort imo.  If Meyer wants player A, and Baalke and the scouts agree that player B will be the best because of better value, I think Meyer will go with their opinion and take player B

Meyer is going about this the smart way. He knows the college way to get players via recruiting, which will work great in future free agencies. He doesn't know the draft where often value will out weight need. He is a smart guy, he will figure it out.
