I think Meyer will have the final decision on player selection but Baalke and the scouts will have a big impact on the board and the selection.  A collective group effort imo.  If Meyer wants player A, and Baalke and the scouts agree that player B will be the best because of better value, I think Meyer will go with their opinion and take player B

Meyer is the alpha dog. He respects and values their opinions but at the end of the day, this is his roster and his team. He will have final say on every single player in this draft.

The board will be set come draft day, something you didn't think teams did anymore lol.  So there shouldn't be any disagreement on draft day for the most part.  Trust the board and take the top guy is what they will do
