But if there is a disagreement about who they should select, Urban will do what HE wants. If Urban wants one guy and everyone else wants another one, he is going to select his guy.

That's just a guess but Urban was hired to be the decision maker here and I don't think he's going to sway much on who he wants.

I think any disagreements like that will be settled prior to the draft.  I think for at least one draft, Urb will defer a little bit to the consensus, if there is a consensus that disagrees with him.  But if they draft that player and he is a disappointment, then in the 2022 draft Urb will be much more assertive.  

That's the way I see it playing out.  I don't think it will be like "Oh, my God, it's pick #45 and we disagree on whom to pick."  No, that will all be worked out before the draft starts.
