I guess you could go down to a Jaguar game with a pistol and fire wildly into the stands, and as long as you don't hit anyone, you don't think there should be an arrest.  Because there's no victim.

You trust the federal government with nuclear weapons, why does it matter if they live next to you? Quite frankly, I trust your neighbor more than the federal government. As far a drinking and driving, it isn't a crime because there is no victim. Not sure how many times I have to say that before you get it. You too need to refer to the diagram I posted for help on figuring all this out. If you pull a gun and shot it at someone, it would definitely be a crime. The intent was to shoot someone which is a crime against a person, you just happen to be a bad shot.
