Would be interesting to know if Meyer, Cullen, etc... were instructing the CBs and WRs to get physical or if by the nature of the players' competitiveness they started to push off each other a little bit.  I think the latter is just a much a possibility (if not moreso) as the former.

Perhaps the thing to do during OTAs as a coach is never allow the players to be in a scenario where they could violate their own collective bargaining rules.  If they aren't the ones getting fined why would they care to break them.  After all many of these guys have a roster spot they need to earn.  Can't afford to practice soft if others arent.

I don't think incidental contact between DBs and WRs would be enough for the players to complain to their union rep.

Let's not forget the Jags and Urban got double the fine as the other teams that were penalized. I'd say the coach was telling players to do things he wasn't supposed to and it was egregious enough to double the fine on him.
