The order literally threatens to withhold funding from school districts that attempt to mandate masks take away parent's rights to make decisions for their children's health care.

He is not allowing the districts to have any say.

His EO protects your right as a parent to muzzle your spawn and send them to school wearing a mask. It also protects the right for parents to choose not to require their children to muzzle up.
