Nation building can't happen with a nation that is unable or unwilling to rebuild.

Someone, I don't remember who, on CNN last night said it best.  You cannot build a democracy from the top down.  It has to start with the people wanting a revolution and, unfortunately, they aren't willing to fight for that.
