Those cases are the exception more the rule.  I bet if you looked at past superbowl winners most had atleast a decent preseason.  I don't see teams in bad shape like the Jaguars magically get better starting week 1.  It does happen but very rare.  The Ravens have won something like 24 preseason games in the row.  Stats can be swung both ways but most of the time bad teams play poorly in the preseason.

I think in the grand scheme of things randomness will revert back to average/.500, but I consider the Ravens to be an anomaly. Purely anectdotal, but we tend to hear more about the 4-0 Loins that then went unwinfeated or the Kelly-era Bills teams and Manning Colts going 0-fer because either they weren't playing their established roster, or were in a position to roll the dice on guys other teams wouldn't take a look at, even if they didn't pan out. When the games mattered, though, they were never a pushover.
