As for Manziel, he has a good but not great arm. It is good enough to make all of the NFL throws. Best overall athlete at the QB position by a mile. Can he be good? Yes. But can he also be very, very bad? Yeah. He is your classic boom or bust pick, where as Teddy is probably the "safest bet" to be a good QB

Explain how Teddy is the safer choice, I don't see why Manziel has a higher probability of being bad. Is he not the most accurate passer in the nation(Including passes over 30 yards *cough* teddy *cough*)? How would Manziel bust, he is a hard worker, mobile, strong arm, accurate. I'm asking an honest qeustion, if you can back it up with game film i will accept it, do NOT include LSU or Mizzou, he was forced to play through a serious shoulder injury because Texas A&M is nothing without him.
