That’s exactly what I was talking about. He looked lost and looked like he was waiting for the decision rather than making one.

The only thing I could imagine was he was waiting to see if another official campaigned to reverse the call on the field first, or that some procedural requirement prohibited him from tossing the flag too soon.

Like, say as soon as they call incomplete, he tosses flag, then an official comes over and says the ball was loose, they decide it's incomplete. Not sure if we can pull our challenge or lose a timeout for nothing.

It looked like there was SOME uncertainty among the officials, it was hardly a scenario where the play was blown dead, ball spotted and ready to play the next down. Something was going on off camera.
