I was curious to see if the moves JRob was making in College was because his competition was inferior or if he was special.. turns out he's special.

I’m sure scouting reports are influenced quite a bit on the level of skill around a player on both sides of the ball. Smaller weaker conferences, smaller, weaker and less skilled players. 

To me, unless a player showed truly exceptional talent in smaller conference play, it would be difficult to evaluate and conjecture on their potential at the next level. I think Robinson, thankfully for us, was subject to that scouting conundrum. Everyone whiffed on him.

A common denominator in many (not all)  "special" players who slip through the cracks is not having elite speed compared to peers at their position. 
When they possess elite traits in other areas but face subpar competition in school it becomes more difficult to quantify the sum of their "other" traits into a high ranking/rating. 

Obviously, this sometimes works the other way ( elite speed that makes up for another deficiency)
