Normally, I would agree with you. I know basic safety protocol in any circle I run in is to check the magazine and the chamber. However, I'm not sure that makes sense if we're talking about blanks. Considering I've never used a blank, or even know what one looks like, it wouldn't do much good to double check the chamber. I'm assuming he was handed a revolver (being a western), so is he supposed to pull out each round every time he's handed the weapon to shoot a scene? I think that's why they have an armorer. This looks like it's on the assistant producer.

It's not hard to distinguish between a blank and a live round. A blank is a regular cartridge with no bullet. Also checking a revolver is as simple as opening the cylinder to see if it is indeed loaded or not.
