You're overthinking it. All they're trying to say, is they hope that the bus gets so convenient that millions of people choose to take the bus instead of drive. They're not going to force anybody to do anything except pay higher taxes. The free market would still decide which homes get built and who works what job and how they get there. But the market will not truly be free, unless zoning laws loosen up in certain areas

So the elitist in DC want to coerce the masses into public transportation by pricing them out of personal transportation?
