Interesting.  It begs the question, where did they find the least intelligent man and the least intelligent woman and how did they determine which one was dumber than the other?

Purely an assumption, but it would likely be based on the observed distribution of intelligence in a sample population. Of course that wouldn't mean the absolutely smartest man is definitely smarter than the smartest woman given some population and point in time, it would just mean the likelihood of there existing a man at a given high IQ level is greater than the likelihood of a woman existing at that level in that population at that point in time.
