1. It's a state that people "fall" into when a confluence of bad things happen in their lives.  Then a bunch of things have to go right for them to "climb" out.
2. Depends where we are talking about.  In Florida homeless people might find their way here from up north because at least they won't freeze.  In Seattle, the homeless we see are generally home-grown. A person in Seattle is twice as likely to be homeless as a person in New York City. So, some factor that contributes to homelessness is twice as bad in Seattle as it is in New York. Or some factor that reduces homelessness is twice as good in New York as in Seattle.  Do we really think that twice as many in Seattle are addicted to narcotics, when compared to New York?
3. But what's the worst part?
