This happens all the time. So and so is going to sign with the Jags, and two days later the Jags can officially announce it. The 1% left is the crossing the Is and dotting the Ts of the contract and junk. It'll get done.

Oh I think it will get done as well, look at my post.  But there is still things contractually that is getting worked on.  It could be a number of things, money, years of the contract, Baalke etc.  I think Khan will write this contract up to even better protect himself after the Meyer hire and what happened there.  It's not a done deal until everything is agreed on 100%
