I have had many interviews where I wasn't the top candidate, or was underqualified to take the job. But the experience in that interview prepped me for the promotion that created when someone above me took the other job. I had a chance to reflect on what worked, and what didn't, and the hiring lead provided valuable feedback to help me improve my ability in an interview, even though they also realized I wasn't the fit for the higher job.

I've been on interview panels where we had candidates who weren't ready yet for the position. We were required to interview X number of candidates, and yes, we knew that they weren't ready for the responsibility of the promotion yet, but still conducted the interview in earnest. That allowed us to not only provide post-interview feedback, but to also work with them (if they were in-house candidates) to give them more experience and opportunity to develop the skills that would make them ready the next time an opening arose.

This. Interviewing for a job is never a waste of time, and if you are paying attention you can always gain experience for future interviews.
