The Chargers have a ton of cap room they aren't letting Williams go. He's guaranteed to get tagged at worst.

Dotson would be awesome of course. Sign one of Chark/Kirk/Gallup to be our 'premier' WR signing, and then one of MVS/Gage/Cedrick Wilson to be a second WR signing. Still not a great WR corps, but a good start considering the options.
