First, the regular season schedule is set.  The NFL makes no decision on a year to year basis on which team plays which other teams.  There's no conspiracy where the NFL is purposely giving the Jaguars a tougher schedule.

Second, the first place/last place schedule thing is over-rated.  14 out of NFL team's 17 games have nothing to do with the prior year's record.  We already know what those 14 games will be next year and the year after and the year after, etc.  You play other teams in your division twice and the divisions you play against are on a rotation.  Only 3 games are influenced by last year's record.  Even with those 3 games, who we play is based upon last year's record.  Sometimes good teams get worse and bad teams get better, so even these games are not easier 100% of the time.
