No, I disagree.  Even if we intend to take Hutchinson, if we think the difference between him and the next guy is less than the value of the #66 pick, we should take that deal.  And if Detroit thinks the difference between Hutchinson and the next guy is less than the value of the #66 pick, they should make that deal.  

What drives the deal is the two teams' opinions of the value difference in this draft between the #1 and #2 pick.  I personally think I would take the #66 pick if that was the offer, because I don't see very much difference this year between the #1 and #2 pick.  #2 and #66 is worth more to me than the #1 pick by itself.

I don't see a real difference in abilities between my #1 guy (Hutchinson) and my #2 guy ("Sauce" Gardner.) With that said, we have a real need for a pass rusher opposite Josh Allen, but we really don't have a need for a CB, so any offer to drop 1 spot when I know the Lions are gonna take Hutchinson better blow me away or else I'm turning down the deal. I see a very noticeable dropoff between Hutchinson and the next best edge rusher in this draft, (Jermaine Johnson.)
