I think you can maybe say that about Muma, but the rest of the moves absolutely say they had it planned to me. They were not leaving the draft without one of Quay or Lloyd, and once Quay went they made their move to get the other. If the Packers had taken Lloyd I am positive they would have done the same trade to get Quay. They beyond telegraphed their love for Fortner this whole process too.
