I don't think there is a chance for Jimmy to get in. I think this era of Hall of Fame WR will require playoff highlights or just insurmountable regular season awards. All the other WR will just get lumped into the 'well it is just a pass happy era' and have their accomplishments undermined. If Jimmy played maybe 10 years later, he would have a chance because more of his highlights would have hit social media and caught the hearts of national football fans.

Even Fred has little chance, because he just has few memorial national highlights. If he was still close to his prime on those New England teams and maybe won a SB, I think he may sneak in.

Overall the NFL HoF is a bit crazy with how few people are let in every season. It made sense in say the 80s/early 90's, but there are just too many memorable players and too many positions that get overlooked when they are limited to basically 5 guys every season. Plus now coaches are getting shafted with it going to only 1 coach or other important NFL contributor. You could easily have say 8 players and 3 coaches/contributors every year and still maintain the high standards of the club. No matter what, it is never going to be like the Basketball HoF where guys like Tracy McGrady get in.
