Now I played your game, you play mine. Can you give me a reason why the FBI might scrutinize Trump more heavily than other previous Presidents? Is it possible there might be a bias that changes the way they handle this information?

A reason why the FBI might scrutinize Trump more heavily?  Assuming your premise is true, then the reason might be Trump's own behavior.  It's possible that his constant verbal attacks on the FBI have caused some bad blood, and it's possible the FBI is paying him back for that.  On the other hand, it's possible he's violating the laws that the FBI is sworn to uphold.  And that's why they're investigating him for certain things, as they should.  

Taking top secret documents out of the White House and, declassified or not, keeping them at his private home, is a very serious matter and it needs to be cleared up.  Declassified or not, they are still the property of the US government, and he is not allowed to hang onto them, and after 20 months of talking, and dribbling stuff back to the government, I guess the government just got tired of talking, and went in and took them.  I can't say I blame them.  Whatever happened, he brought it on himself.  

There's no plausible reason I have seen so far as to why he would declassify top secret documents and keep them at his house.  Other than pure arrogance.  And there's no evidence that he ever did declassify them.  When documents are declassified, they are marked "declassified." They had no markings to indicate that they were declassified.  They were all still marked classified.
