So, is this 9 Billion part of the 'national debt' that we hear so much about? Asking sincerely. Intuitively, it seems that the government loses an income stream of future interest here, which is going to have to be made up elsewhere in the budget. On the other hand, if this forgiveness is taxable as income for the loan owners, then the government gets some of that money back right away, unless its pro-rated over some time period. And does any of this affect the total national debt?

$61,000 average per loan owner. Not sure where they derived that figure, or why. What bothers me is they are justifying it as fair because of low salaries compared to private companies. What is never taken in to account is the (usually) generous benefits packages offered government workers. Plus, it's easier to have a routine 9 to 5 life without a lot of work pressure.
