The water was fixed quickly once the feds finally got there. The city said they needed $1 billion, army engineers or similar show up and make repairs immediately and it's now fixed. I'm sure if they couldn't pump water, there are lots of other issues with the pipes that will create brown water. Most people don't know the condition of pipes and what's inside them. If the water stops flowing the problem becomes a big issue.

The city of Jackson had primary responsibility for maintaining running water.
They failed. Those Democrats failed.
The next people that are supposed to act to prevent or solve such a crisis are the state.  
They failed.  Those Republicans failed.
Now the feds are fixing it.
This is not a partisan issue.

Trump had been trying to find a way to get it fixed but there isn't a solution other than everyone leaving and returning it to nature. Environmental people don't want it, Republicans have blocked it in the past, Democrats won't give money needed now, and the state level doesn't want to reward the poor city management with funds from the state budget.
