The city of Jackson had primary responsibility for maintaining running water.

Trump had been trying to find a way to get it fixed but there isn't a solution other than everyone leaving and returning it to nature. Environmental people don't want it, Republicans have blocked it in the past, Democrats won't give money needed now, and the state level doesn't want to reward the poor city management with funds from the state budget.
