It's an interesting metaphor. But the man offering the prize is all of us. We have a decent lifestyle with relatively low crime and relatively good infrastructure. On top of that, we have a labor shortage, at least lately. That's the prize. Perhaps none of us are overtly offering it, but we don't have to. It's there. They can see it and they want it. As for the wire rope, what is the suggestion? Make it safer so less people die? Or more dangerous so less people try? If you make it safer, probably more people try and overall the same number die. If you make it more dangerous, probably less people try but the same number die.
