The of building anything incurs these costs and they're not cheap. Planning, drawing permits, inspections and such all cost money whether it's a public or private structure. CA is ridiculous for their building codes. 

I watched a home reno show recently where an older house was being renovated and the county was requiring insulation under the house at the floor joists to "keep the AC from coming on as much," according to the contractor. They also require a specific roofing shingle to be used if you're using a dark colored asphalt shingle for the same reason. These things cost a lot more and can be a financial burden on the homebuyer. 

Maybe this will shed light on just how stupid expensive most of these codes and the whole process in general is and something is done. Or, people will just keep voting the way they do and price themselves right into homelessness.

And by "public toilet" I hope they mean public bathroom. $1.7M is still expensive for a bathroom but a single toilet? That's ridiculous.

Everything in CA is designed to limit housing stock and increase home values for incumbent homeowners.
My fellow southpaw Mark Brunell will probably always be my favorite Jaguar.
