No, it'll just be No Contact rules eventually. QBs are way more defenseless while looking downfield and in the act of throwing than WRs are going over the middle.

• Players will wear devices that will track forward motion and momentum over a period of time (secs/millisecs).  That device will then determine if the ball carrier has been stopped and if the play is over. 
  
• Causing any player to fall to the ground will be a penalty.
  
• No contact with WR's will be allowed until they have had a chance to catch the ball or have caught the ball.
  
• Any and all contact with the QB will be illegal.
  
• All officiating will be done by drones and other video devices via pattern recognition for holding, PI, illegal formations, neutral zone infractions, etc., much in the same way that Hawkeye in tennis monitors line and let calls.  Automated calls can be challenged with human review from the booth.
