Rd. 1: Carter or Johnston
Rd. 2: Right Tackle or cornerback
Rd. 3: Again, right tackle or corner
For the remaining picks, the team should try and maximize their extra picks by trading up at least a couple of times and use these picks to add players on both lines. There will still be a couple of needs following the draft which would be expected of a team that has been so bad.
Carter is very likely gone by the time we pick. If so, how do you replace RRH? Keep in mind that Smoot, Key and Gotsis are all free agents.
He quite possibly will be gone depending on how many more games the Jaguars win and how many quarterbacks are taken before the Jaguars pick. Smoot would be my priority re-signing from this group due to his productivity and age. It's possible Gotsis could also be kept at a much lower price than Smoot.

What do you do about the TE situation?
Definitely pay Engram, keep Farrell as a reserve and draft someone in the mid-rounds. Manhertz and Arnold are nothing special and could be easily replaced.
