It's a sound strategy. Especially against a legit returner. (no idea if the ravens have one or not) 

Sometimes it results in giving up 10 more yards of field position. I can live with these calls from the STC.

One reason in particular that I believe it was better for the Jaguars to try to take some time off the clock, with a non-conventional Kickoff, is the ability of Lamar Jackson to extend plays.  The actual squib kick by Riley Patterson very likely wasn't as effective as the coaches involved with the decision were anticipating.  But the 4 seconds taken off the clock, even factoring in the extra 14 yards the Ravens gained on the Kickoff, could have been the difference in Jackson attempting and completing a throw that was long enough for Justin Tucker to kick the Game Winning FG.
