We just spent the most money in free agency EVER SPENT - just last season. 

When you do that - the next two years are going to be "draft and develop" oriented whether you like it or not. 

So far - what we have to judge Baalke on in rounds 3-5 is hit and miss - or incomplete:

Fortner 
Muma
Conner
Cisco
Tufele
Jordan Smith
Luke Farrell

You've got 3 guys that look promising, one guy they probably cut too soon (Tufele) , one guy who is solid depth with some potential (Farrell), and Conner/Smith who are long shots to succeed. 

From this list - it would appear it is rounds 4 and 5 that are tough for Baalke. (like most GMs I imagine) 
His round 3 picks all appear on a decent trajectory for success, albeit early to be certain for 2 of them.

Of course the team cannot spend big after last season. But if they don’t bring back Gotsis and Herndon maybe, just maybe, they might be able to add a slot corner or TE.

I certainly agree that several of the listed picks need more developmental time. Cisco would certainly seem to be a hit.

Deep class at slot CB and TE though. Probably the logic behind not adding anybody too expensive via free agency.

We can get a guy like Sydney Brown, Riley Moss or Garrett Williams at some point in RD3/RD4 to fill the slot role. We still have two returning CBs from last year's class to challenge Herndon for his job.

TE wise there's a good one to be had in virtually every round this year. Not sweating it as much but I think they'll look to move Farrell up into Arnold's role and then draft another Manhertz type on day 3.
