From this list - it would appear it is rounds 4 and 5 that are tough for Baalke. (like most GMs I imagine) 
His round 3 picks all appear on a decent trajectory for success, albeit early to be certain for 2 of them.

A meaningless stat considering how much the cap goes up year to year.

It matters. The cap increase is usually only 5-9% in normal years. You're reaching - and failing.

WE HAVE ALSO HAD A TON OF CAP SPACE GOING INTO FREE AGENCY FOR A MAJORITY OF THOSE 10 OFF SEASONS.

Sure the cap goes up, but spending in FA is more a sign that you're not doing well in growing your own, and usually that comes at a premium.
Had we darfted anyone worth keeping (or had a team that was desirable for talent to want to stay and build), FA spending would be an afterthought. We didn't spend just because the cap was going up. We were spending because we sucked at loud at building from the ground up.
