Its a lot easier to pass a civilian jumbo jet through an "enemy's" airspace than it is to pass a military plane. Also transactions of such transportation seldom goes unnoticed. We (the US) have the most sophisticated surveillance equipment on the face of the planet,even a sublime transaction even between to state actors (who are not our allies) could get picked up by our intelligence agencies. 

 

A hijacking takes a potential transaction off the grid. Terrorists/nation states tied to terrorists groups aren't concerned with "potential of failure", they just want to get the ball in the goal once
