Nope they are not opposites on tax policy or immigration. I'll give you the 1993 and 1996 acts passed on immigration by the Clinton administration https://www.thedailybeast.com/the-real-p...ll-clinton at the time it was the strictist immigration policy. 

Clinton also passed work for welfare and lowered taxes except for the top 1%. Pretty sure Clinton also passed some legislation against homosexual unions? 

By today's standards Clinton would be a Republican juggernaut. Both of them are moral-less perverts but that's besides the point, the right can never claim a moral high ground again after trump.

Clinton didn't want any welfare reform.  Republicans controlled Congress and wouldn't pass a budget otherwise.
The article you linked is interesting, but what you see from 1986 to 2008 is promises to secure the border and sanction employers that are never followed through on.  Obama was the first who actually told his attorneys to get serious about deporting people and securing the border. It also helped that Mexico had less surplus young population in those years. Whereas before most folks illegally crossing were Mexican, by about 2008 they were from further south and only passing through Mexico. So it's not exactly clear if the better numbers you see during the Obama and Trump administrations had anything to do with what they did as Presidents.
