There is definitely a protocol and there are ways to follow protocol that don't have it going out over emergency radio transmissions. They could have handled it without the radios. The scanners have all the communications and it wasn't hidden what was happening.

It's like they wanted this in the news. Someone wanted it out there but who and why is unknown and may never be known.
