Yeah I distinctly remember them making this exact same roster cut rule a few years back.  Either I'm misremembering and they just talked about it instead of implementing it, or possibly it was a temp or COVID only change.  It does make way more sense to have it this way instead.  Teams have been basically benching their starters for the final game anyways, it only makes sense to have a deeper roster for that game.

I think perhaps they approved the new cut rule but waited until well after covid implications to implement it? Don't know. 
Not seeing an explanation in a cursory search and no time to deep dive it, but at least we know where we stand now. 

I'm really curious to see how many of our players form the late rounds of this year's draft make the 53 or PS. 

Washington, Hallet, Vohasek and Hodges all seem to be making a pretty good case to stick.
