Were you on vacation before that draft? There were ample reports that Baalke was high on Walker and that there was a difference of opinion at the top. Below is a sampling. After Walker was picked, they all said the right things about being on the same page.

Also, Tony Pauline, Vic Ketchman’s go-to draft pundit, reported that Khan, Baalke and Pederson had a meeting of the minds before the draft to get on the same page.

None of that tells reveals anything about Baalke's opinion on Walker vs other picks available there. 

Baalke's clear deference to the coaching staff when talking about the process of making the Walker pick (post draft) plus Caldwell's blatant giddiness in the post draft interview he gave paint a pretty obvious picture for me. 

Baalke didn't want to put his stamp on it and Caldwell couldn't contain himself.
