Suppose Russia then arrests a couple of American foreign exchange students for driving without a license. Is Whelan still "first in line"? Suppose Putin says he will release the 10 petroleum workers and the 2 foreign exchange students for $1,000 each but he still wants sanctions relief for Whelan. Is Whelan still "first in line"?
