But what did I miss about all the social ills connected to bastardy or fatherlessness?

I'm aware of all of that.
If Octavian wasn't able to reduce the rate of fatherlessness in Rome, how will you or L2L do any better?  What law or program would you implement?
My fellow southpaw Mark Brunell will probably always be my favorite Jaguar.
