As I've said here before, Palestinians have heard that many times and find it laughable.  The secular Palestinians would love to be treated as inferior second class citizens.  The religious Palestinians think they they should be the first class citizens and Jews should be second class, if they are even allowed to live in the first place.  But they are all treated as enemies and prisoners.  The gap between how they are treated and how they think they should be treated, is much wider than the gap that African Americans had.  And the levels of heinous violence they are willing to stoop to are also much higher.  So the treatment they deserve is much lower.  It's a shame certain people like Bush can't see that.  Not only would their perception be closer to reality, they would become more grateful that they were born here.
