You have leaders with billions living it up in Qatar or other places. You have all the aid going to the people being raided first by them. Then the people get scraps. Unless the people stop it, there is really only one permanent solution.

The whole area has to be leveled. Flood or collapse all tunnels. Then cut off all entry/exit points, mines, fencing, and monitoring for drones and tunnels. If there are any people left, then give them the option to live there or leave. All shipments go through 1 location (ship or airport) and every box is checked. Then it can enter the enclosed area.

Basically you have to setup a big prison. Half measures just end up right back here.
