You read the "within the same division rules" for determining division winner via tie breakers.  The rules for seeding for number 1 seed or otherwise once division winners have been determined are the same as the "wildcard tie breaking rules".  Scroll down the page a bit. Conference record matters. Division record is part of the conference record, but otherwise doesn't matter on its own.

Item 3 under "Other tie-breaking procedures" near the bottom specifically says to use wildcard tie breakers for seeding division winners.
